GRANT OF POWER
I. Recognition of Student Governance
The President, with the concurrence of the Board of Trustees, has assigned to the University Office of Student Affairs the responsibility for recognition of a system of student governance. Through this grant of power the University extends recognition and certain rights, privileges and responsibilities based on the belief that students are an integral part of the University community and are capable of a program of self governance.
II. Grant of Power
The University Office of Student Affairs hereby grants to the organizations listed below the power to carry out a program of student governance and activities. Recognized organizations shall be afforded the following privileges:
- Right to use the name of the University in connection with the organization's activities;
- Use of University facilities consistent with prevailing guidelines;
- Reasonable assistance and cooperation of University staff.
Each organization shall organize and operate according to a constitution which shall not be considered a part of this grant of power and shall be consistent with the objectives of the University.
- Student Executive Council (SEC) consists of two representatives from each recognized organization. The SEC shall:
- Provide a forum for communication between member organizations
- Assist member organizations in the coordination of activities and programs and the promotion of cooperation
- Govern the allocation of Student Activity Fee revenue to the member organizations
- When requested, review conflicts between member organizations and make recommendations for resolution.
- The following student organizations are recognized by the University Office of Student Affair and shall be known as "boards:"
- Undergraduate Student Government (USG) consists of campus-wide elected executives and representatives. It shall represent all undergraduate students and shall be responsible for the executive and legislative functions of the undergraduate student body. Specific authority shall include:
- Grant recognition to undergraduate student organizations on the University campus with the exception of those included in this document.
- Upon request by the University Office of Student Affairs, be the source of student representation in matters pertaining to the welfare of undergraduate student on campus. Such representation shall not be restricted to those elected as USG officers.
- University Program Board consists of committees open to all undergraduate students and an elected executive committee and provides a variety of cultural, social, recreational and educational programs for the undergraduate students and University community.
- Student Media Board consists of representatives from undergraduate media organizations which it has granted recognition and shall be responsible for monitoring and reviewing the activities of media under its supervision.
- Greeks
- Interfraternity Congress consists of representatives from each of the undergraduate social fraternities. The recognition of each national fraternity chapter is based upon a charter agreement between the University and the national fraternity office.
- Panhellenic Council consists of representatives from each of the undergraduate social sororities. The recognition of each national sorority chapter is based upon a charter agreement between the University and the national sorority office. The recognition of each local sorority chapter is based upon a charter agreement between the University and the local sorority office.
- The Class Officer Collective is dedicated to the development and maintenance of University traditions to unite the Case community. Each Class Officer Cohort is empowered to foster an identity within each representative class by supporting traditions through class and student body programming.
III. Student Activity Fee
- The University shall collect the revenue from the student activities fee assessed on all undergraduate students.
- All student activities fees shall be allocated by the Student Executive Committee.
- The board to whom the money is allocated shall be responsible for fiscal management of their portion of the fee which shall include bookkeeping, check signing, and disbursement procedures to be handled by the appropriate student officers.
- Each board shall be responsible for preparing a complete, comprehensive budget for the academic year, and by October 15 of each year shall provide a financial statement for the previous to the Student Executive Committee and to the Dean of Student Affairs.
- The Student Executive Committee shall be responsible for providing for an annual audit of all student board books and accounts. This audit shall be conducted by an accredited independent audit committee approved by the Dean of Student Affairs. A full report shall be submitted to the Dean of Student Affairs by July 15 of each year.
- Changes in the percentage of tuition of the student activity fee must be approved by a majority of the undergraduate student voting in a referendum conducted by USG and approved through the University Fees Committee.
IV. Housing
The Residence Hall Association shall be recognized by the University Office of Student Affairs and advised through Housing and Residence Life and shall be concerned with the quality of residence life and residential programming.
V. Advising
The University Office of Student Affairs shall appoint an official administrative liaison for each board to provide communication and assistance between the board and the University.
VI. Limitation
The University reserves the right to amend or withdraw the powers granted above in whole or in part. Such action will only be taken if cause can be shown and only after review of the situation by the Student Executive Committee.
