Article I - Name
The name of this organization shall be the Donald J. Kamalsky Chapter of the National Residence Hall Honorary of Case Western Reserve University, herein known as NRHH.
Article II - Purpose
The purpose of this organization shall be to provide recognition for those students living in the residence halls who have shown outstanding service and who have provided important leadership in the residence halls.
Article III: Membership
Section I: Qualifications
- Shall have resided in the residence halls for at least two (2) semesters prior to the semester of selection.
- Shall reside in the CWRU residence halls during the semester of selection.
- Shall have completed a minimum of twenty-four (24) credit hours.
- Shall have a minimum of a 2.50 cumulative grade point average.
- Shall be a student in good standing with the university.
- Shall have demonstrated outstanding service and leadership in the residence halls of Case Western Reserve University.
Section II: Membership
- The organization shall consist of four (4) types of members.
- Active members shall be defined as undergraduate students currently living in the residence halls at Case Western Reserve University. They shall be the only members with voting privileges.
- Early Alumni members shall be undergraduate students not currently living in the residence halls at Case Western Reserve University who were previously active within the organization. Early alumni members will no longer have voting privileges.
- Alumni membership shall be held by former active members who have left CWRU. Although they may remain active within the organization, they will no longer have voting privileges.
- Honorary membership is offered to those who have shown outstanding service and devotion to the interests of the residence halls. Honorary membership shall be a form of recognition extended to a faculty or staff member. Honorary members shall not have voting privileges.
- At no time shall the active membership exceed one (1) percent of the CWRU residence hall population or twenty total (20) members, whichever is greater.
Article IV: Selection and Nomination
Section I: Nomination
- Nomination by the Donald J. Kamalsky Chapter
- The chapter reserves the right to nominate persons that the members feel meet the qualifications to membership of this honorary.
- The chapter President will submit a formal nomination for each nominee.
- Nomination by the Residence Life Staff
- Area Coordinators shall have the privilege of nominating persons they feel deserve the recognition of being nominated to membership of this honorary.
- The Director and Associate Directors of Residence Life shall have the privilege of nominating the persons they feel meet the qualifications of membership to this honorary.
- Resident Directors, Area Coordinators, Area Office Managers, and Assistant Coordinators shall have the privilege of nominating persons they feel meet the qualifications of membership to this honorary.
- Nominators shall submit a nomination for each nominee.
- Open Nominations
- Open nominations are available for all students of CWRU to submit.
- Open nominations shall be considered official after approval from the executive board on basis of merit and validity.
- Nomination Submission
- The chapter President shall compile a complete list of all nominations to present to the selection committee.
- A complete list of nominations shall be submitted to the chapter archives.
Section II: Selection Procedures
- Selection Committee
- The campus selection committee shall be composed of all active members of the Donald J. Kamalsky Chapter.
- The chairperson for this committee shall be the President of the chapter.
- Honorary membership nominations shall be made by any voting member. The President will submit a list of candidates to the voting membership who will select Honorary members by a three-quarters (3/4) majority vote.
- Applications shall be judged on criteria selected and approved by membership and advisor after applications have been submitted and prior to any selection process.
- The President shall verify selection results for the chapter archives.
Article V: Executive Structure and Advisor
Section I: Officers
- Officer candidates for the Donald J. Kamalsky Chapter must be in good standing with the University.
- The officers of the chapter shall be the President, Vice President, and Administrator.
Section II: Officer Responsibilities
- The President shall:
- Preside over all official meetings.
- Appoint ad hoc committees and the chairpersons of these committees.
- Act as an official spokesperson for the organization.
- Submit an end of the year progress report with one copy sent to the National Honorary Office and one filed in the permanent files of the chapter.
- Renew the chapter’s membership as a registered campus organization with the National Honorary Office.
- Be the representative to all National Honorary business meetings and events, unless a proxy is appointed. The responsibilities of the national representative shall be defined by the National Honorary Office.
- The Vice President shall:
- Advise the OTM committee.
- Preside over called meetings in the absence of the President.
- Appoint and advise any recognition event committee.
- The Administrator shall:
- Take minutes at called meetings and distribute minutes to all members.
- Formulate a budget at the beginning of the year with the President and revise it as necessary.
- Advise any bid creating committee.
- Be responsible for the accuracy of the website.
- Provide an itemized account of all transactions for the minutes.
- Submit the books for review to the advisor at the end of the year.
Section III: Election and Term of Office
- Election of officers shall be held Spring semester following the selection of
members.
- The officers shall be elected by a simple majority of the active members.
- Interested members shall submit a letter of intent to the President.
- The term of office shall be one (1) year.
- In the event of a resignation of an officer, an election will be held to fill in the
vacancy, with the exception of President.
- In the event that the office of President is vacated, the Vice President shall be become President, unless the Vice President is ineligible to fulfill this role at which point the Presidency shall pass to the
Administrator.
- A general election will be held to fill the vacancy of Vice President or Administrator.
Section IV: Advisor
- The Donald J. Kamalsky Chapter shall be advised by the HRLGL Manager for Community Development.
- The advisor shall be in attendance for the selection meeting.
- The advisor shall receive a copy of all minutes.
Section V: Impeachment and Removal of Membership
- Impeachment of an officer may be brought by any active members in the chapter
- Removal from position will be effected by a two-thirds (2/3) majority vote by all active members.
- Removal of a member may be brought by any executive member following the submission of a complaint by any active member.
- Removal will be effected by a two-thirds (2/3) majority vote by all active members and approval from the chapter advisor.
Article VI: Meetings
Section I: Notification and Attendance
- Chapter meetings will be held at least once a month. Special meetings may be called by the President seventy-two (72) hours in advance.
- The individual presiding over the meeting shall be a nonvoting member, except in cases of a tie break.
- Attendance is mandatory. If a member has more than two (2) unexcused absences, his or her membership shall be discussed by the executive board.
Article VII: Non-Campus Affiliation
- This Honorary is a University affiliate of the National Residence Hall Honorary.
- In order to remain a member of the National Residence Hall Honorary, this chapter must follow the rules and bylaws of the National Residence Hall Honorary.
Article VIII: Amendments to the Constitution
- Amendments must be submitted to the Executive Council in writing one (1) week prior to voting by active members.
- Amendments to the constitution may be adopted or amended by a two-thirds (2/3) majority of the voting membership.
Article VIX: Nondiscrimination Clause
- The National Residence Hall Honorary shall not discriminate on the basis of race, creed, national origin, ancestry, sex, age, religion, handicap, or sexual orientation in the selection of its members or in its programs unless federal or state laws allow for such exceptions.
Article X: University Records
- The National Residence Hall Honorary shall maintain a list of current officers, their addresses, the name of the Advisors, and the most recently amended constitution with the Office of Student Affairs.
